3. All this will require very full explanation to a suspicious Chinese bureaucracy. But it obviously represents the fruit of much work between HKG and the Provisional

Airport Authority. I believe that our role at this stage is to scrutinise the proposals for areas which the Chinese may object to, and to ensure that HKG have their answers ready.

4. I shall submit again next week as soon as we receive the draft paper for the Airport Committee.
