The Chinese Side has recently made remarks, in the context of discussion of ACP costs, suggesting that we should make more information public. We propose to inform them that it is our plan to make the information in the paper at Annex A public. Once the figures are in the public domain, the Chinese Side can be expected to try to play them to their advantage or to cast doubts on their accuracy. But the figures will show that the cost to the Government in the form of capital expenditure
