Privatization 1. Western Harbour Crossing – financing,
designing, constructing and operation of a 2 km tunnel crossing of the Victoria Harbour between West Kowloon and Sai Ying Pun. The tunnel will accommodate a dual three-lane road. Also included is construction of a portion of Route 7 from Rums Street to Belcher Bay.
