Balancing the complexity and interlinked nature of the projects in the ACP against the progress made so far in the refinement of design and cost estimation, we reckon that $2.5 billion would be a prudent estimate for this overall ACP
contingency.

The July estimate of $12.5 billion for the Airport Railway excluded works which form an integral part of other ACP projects and whose costs have been included in the respective project cost. For comparison, the current estimate of the Airport Railway of $22.16 billion is adjusted by $2.9 billion which has been incised in individual cost of other ACP projects.
