The

Government awards all contracts on the basis of fairness and value for money. There

are strict tender evaluation procedures, supervised by a Central Tender Board. No preference is given on political or national grounds. There is no special preference for local contractors.

The timetable for the calling of tenders is extremely tight. We need to have Chinese agreement on the Airport and MTRC financial packages before certain related contracts can be let. Delays would result in significant works not being completed by 30 June 1997.

Our tight discipline in controlling cost has proved very effective. 15 of the 61 Government funded ACP works contracts are in progress and two more are shortly to begin. These contracts, accounting for over 33% (by value) of the Government's capital works on ACP have been and are expected to be awarded within estimate.

PAA's and MTRC's tender procedures follow that of the Government's and are also basęd on a level playing field. The Site Preparation contract for the PAA is well within budget.
