PAA Focusses On Fual
(HONG KONG, 25 September 1992) - - The Provisional Airport Authority today called for expressions of interest for the design, finance, construction and operation of an Integrated fuel supply system for Hong Kong's replacement airport at Chek Lap Kok.
This includes an aviation fuel supply, fuel storage and distribution system,
The Authority is at this stage planning, for operational reasons, to award a single licence to own and operate (or engage a third party to operate) the entire fuel supply, storage and distribution system.
The system will be accessible to and used by all jet fuel suppliers and purchasers.
"Our objective is to ensure that an open access, cost-efficient and operationally effective system is provided. This will encourage and facilitate competition for the supply of aviation fuel to provide internationally competitive prices to airlines.
"The system must also comply with the highest safety standards and meet all Government requirements," the Authority's Chief Executive Officer, Mr Richard Allen said,
The licensee will be required to continuously provide unrestricted fuel supply to all individuals or organisations requiring such services.
"We aim to ensure that jet fuel supplies are available at an adequate reserve level with sufficient supply continuity to guarantee uninterrupted flow," Mr Allen said,
The entire system is to be designed and built to meet the projected needs of the year 2010, but expandable to meet requirements up to 2040.
