Many thanks for your letter of 29 October. There are several issues:

(a) Future АСР contract, franchise and licence

awards;

(b) The position on the Western Harbour Crossing

franchise; and

(c) The possibility of replacing some PAA

franchises.

In this

this letter I am focusing on (a) and (b). (c) will need further thought and on that I shall write again.

I have attached a list of the deadlines for the award of the major contracts, franchises and licences over the next two years. The next PAA contract to be awarded is not in fact the aviation fuel storage/distribution licence, but the contract to design, supply and construct the automatic "people mover" within the airport terminal. Both this and the fuel storage/distribution licence are due for award in June

1993.

The franchise for the Western Harbour Crossing needs according to our ACP timetable to be fully approved (ExCo, Chinese), signed and implemented (legislation), and ready for construction to commence by end June 1993. This project is slightly behind schedule and there is no room for slippage if the tunnel opening date of mid 1997 is to be achieved.
