Is the Chinese side's statement that they represent the interests of the SARG correct?
A5. Under the Joint Declaration HMG is responsible for the administration of Hong Kong to 30 June 1997, with the object of maintaining and preserving its economic prosperity and social stability and the Government of the CPG will give its cooperation in this connection. As the SARG will not come into being until 1997, the two sides agreed in Annex II of the Joint Declaration to the establishment of the Joint Liaison Group to discuss the implementation of the Joint Declaration and matters relating to the smooth transfer of government in 1997. Thus, the two sides need to cooperate jointly on matters related to the transition.
