The
Central
authority on
Tender
Board
(CTB)
which I chair is the
construction,
the award of major Government
procurement and service contracts. Other Board members are the Secretary for Works, the Director of Government Supplies and a
Legal Counsel from the Attorney General's Chambers.

'The CTB was
advised by a Tender Assessment Team (TAT)
The team included
chaired by the Director of Highways.
representatives from the Finance Branch, Transport Branon, the
Attorney General's Chambers, the Independent Commission Against
Corruption and relevant works departments. It had available a team of international experts specialising in suspension bridge
construction.

The tender evaluation procedure has encompassed
B
(a) a
a comparison and evaluation of tender prices;
(b) assessment of technical and management competence;
(c)
evaluation · of the construction programme, likelihood of slippage; and
(d)
including
examination of proposed contract conditions which were different from those required by the Government..
