Mott MacDonald were now analysing the bids. He believed that the Government were influenced by the arguments for economies of scale and simplicity of administration that would be gained by entrusting both bridges to the one consortium. I mentioned that I had met Mr Kwei recently and believed he had an open mind. He was evidently overwhelmed by the volume of work (plus the need to move his office over the next two months), public doubts about the timing of the whole PADS projects would work in the consortium's favour, by laying greater emphasis on efficiency and target dates. The bids went in on 4 June and he thought a decision would probably be made on schedule, ie early August.
