Further to my letter of 16 December, I now enclose the promised paper on "what to count".

I hope this is sufficiently digestible to enable you to give us your initial reaction to our proposals at our meeting on 14 January. We will of course be discussing the other issues raised in the earlier correspondence but we do need to come to an early decision on the question of "what to count" (and indeed how we should handle this in EGC) given that it will be very relevant in setting next year's budget.

As you will see, this is a broad scheme designed to handle the large majority of business but there will inevitably be cases which will need to be decided separately. This is more likely on large cases will be seen by Treasury in any event.
