Gordon Manzie telephoned this afternoon with a situation report on his return from Hong Kong.

Generally he felt things were moving in the right direction. He had spoken on the telephone to the Governor, who was friendly but naturally cagey. He had had a meeting with David Ford, the Colonial Secretary, who indicated that the Anglo-Japanese Consortium stood a very good chance. The
timetable was that a decision would be taken by the end of
next week, ie by 1 May, after talks with the Chinese and discussions in EXCO. This would be followed by a discussion with the favoured party. A formal award would be made on 18 May and work would start on 15 June.

Manzie's people had evidence from other sources which
encouraged optimism. There was genuine concern now over the problems facing Hyundai. These were both technical (lack of expertise on bridges) and political (conflict between the head of Hyundai and the Korean Government). Individual
companies on the Korean side were in financial trouble.
There had been arrests for tax evasion, including most recently the son of the company's president. The Hong Kong Government had asked Hyundai for a further bond. According to Manzie's information it was not forthcoming to date.
David Ford had spoken about the Government gradually gearing up their PR over the issue and Manzie had noted a
very helpful article in the South China Morning Post pointing to the political uncertainties now surrounding Hyundai.
