I attach a draft reply agreeing with the line DTI are proposing to take in their telegram to Peking.

We have also considered instructing Peking to explain to the Hong Kong and Macao Affairs Office that the AJC are already in discussion with other Chinese corporations about sub-contracting work on the bridge. However such an approach by the Embassy could be perceived by the Chinese as showing a prior knowledge by HMG of the (possible) award of the contract to AJC and collusion in it. If we were to ask Peking to make such an approach, and frankly I imagine the Chinese authorities already know of AJC's discussions with their corporations, then it would best be timed for immediately after the public announcement of the award.
