I have prepared the attached submission and drafts to enable the Prime Minister and the President to write congratulating the British principals as soon as the Hong Kong Government announce the award on 7 May. Since I am at the ECGD until about 3 pm, you may wish to submit earlier. For this purpose, it will be useful if copy recipients could let you have any comments by noon on 6 May.

2 I have prepared these drafts outside normal office hours this evening and without the benefit of advice from Mr Gallaher (who is Manchester). I have not been able to decide without such advice whether congratulatory letters should go to the Chairman of Trafalgar House as well as to Sir Gordon Manzie. No doubt you will be able to decide instantly.
