AWAD OF THE MAIN BRIDGE CONTRACT, NEW HONG KONG AIRPORT

BACKGROUND

HKA 182/3

1. Four consortia prequalified for this major contract (worth about £550 m): the Anglo-Japanese Consortium, and consortia led by the French, the Japanese, and the Koreans.

2. The Hong Kong Government announced on 7 May the award of the Tsing-Ma Bridge contract (main bridge) to the Anglo-Japanese Consortium (AJC). Members of the AJC include Trafalgar House, Costain and Mitsui. These companies possess a vast range of experience in bridge building and turn-key management.

3. The Koreans (Hyundai) bid the lowest but failed to meet Hong Kong Government's required standards for working and employed capital. The next highest bid was that of the AJC.

Points to Make (Defensive)

Pleased that a consortium containing British companies has been successful in winning this major contract in the face of strong competition from other international consortia.

The award of this contract is a matter for the Hong Kong Government which operates a fair and impartial tendering system.

- The British Government played no part in the award of this contract. We were not consulted nor involved.
