We find these figures very encouraging. We had real concerns that the UK bid might be significantly adrift, and that the all Japanese group would be substantially lower. are much encouraged that it is fact the all Japanese consortium which is adrift on price. There are strong doubts about the technical strength of the Korean bid, whose track record in major bridge building is not strong; and the track record of the other international consortium does not match that of the Anglo-Japanese consortium or the all-Japanese group in terms of very large bridge building. At this stage, then, the Anglo/Japanese consortium looks very well placed.

6. But it is important also to emphasise that there is a long way to go. The Anglo/Japanese bid was qualified (in relation to contract conditions etc) and probably more qualified than that of any other group. There are therefore major issues that will have to be addressed over the coming weeks, and detailed negotiations on a number of key areas. are by no means home and dry, but the opening position looks encouraging.
