NEW AIRPORT

SPEAKING NOTES

1. Apart from considerations of British trade promotion in Hong Kong, there are important reasons of a political nature

why it is essential that we support and encourage these

major infrastructural projects in Hong Kong.

2. HMG has a clear responsibility to work for the

prosperity and stability in Hong Kong up to 1997 and, we hope, beyond. The new airport in Hong Kong consists of a series of major infrastructural projects of vital importance

to Hong Kong's future economic prosperity. A considerable

investment of political credibility has been made in

securing the Memorandum of Understanding with the Chinese. The MOU commits China to playing a positive and supportive role in the projects. This has been gratifyingly the case in the discussions in the Airport Committee and Land

Commission to date.

3. The new airport and related projects are one of the cornerstones which Hong Kong is building its confidence for

the 1990s and beyond. It is very firmly in the government?

interests to do everything we can to ensure that they work.
