Subject to Members' approval of the recommendations in paragraph 2, we intend to approach the Land Commission in late January 1992. Given the scale and complexity of the proposed land grant, consultation in the Land Commission might take some time. However, the land grant to the AA will not take place until the Authority is formally established which, according to the present estimate, is expected to be around July 1992. The Airport Committee will be informed of our proposals at around the same time as we approach the Land Commission.

There has been no public consultation on the proposed form of the land grant, nor is it intended that there should be.
PUBLIC REACTION

The general public is unlikely to be concerned with the detailed technicalities of the land grant but some, in particular concerned professional bodies would likely be interested in the broad principles adopted for the land grant.
PUBLICITY

We propose no publicity until after the Land Commission has reached an agreement on the proposals. In the meantime, a press line will be prepared for media enquiries.
