It is necessary to agree in principle the form of the land grant of the Airport Island to the Airport Authority (AA) before an approach is made to the Land Commission.

It is recommended that the following arrangements should be

the area of seabed and Chek Lap Kok and Lam Chau Islands, on which the Airport Island will be formed, should be granted in its entirety to the AA by private treaty grant (PTG) on the basic terms set out in paragraph 8 below;

the land and seabed, on which the Airport Island will be formed, should be granted at a nominal premium to the AA, subject to specified maximum gross floor areas (GFAs) for airport support and airport related facilities. Any subsequent increases in these GFAs should require a modification of premium to be assessed at the time; and

the above proposals should be put to the Land Commission as early as possible with a view to seeking the Chinese side's agreement to including the Airport Land Grant as a special requirement item in the 1992/ 93 Land Disposal Programme.

Members will be asked to advise whether this recommendation should be approved.
