INTRODUCTION

Hong Kong is one of the world's most ad- vanced and successful cities. It is one of the major financial centres of the world, a top manufacturing base, and a leading tourist destination in Asia.

Much of this growth and success has oc- curred over recent decades. and is largely attributable to an efficient communications and transport network. The airport at Kai Tak has served as a viable commercial opera- tion since the late 1930s and has played a pivotal role in the territory's development.

The fact tha Kai Tak has a finite capacity as an operationally constrained single run- way airport has been recognized for many years. In the recent past, as demand has approached the ultimate capacity limit, the need to continue to provide new functional and cost efficient airport facilities with suf- ficient capacity to accommodate forecast continued growth in passenger and cargo demand has become increasingly evident. To this end, the Provisional Airport Authority (PAA) was established in April 1990 with the responsibility to plan and build a replacement airport for Hong Kong. Greiner-Maunsell was appointed by the PAA in July 1990 to conduct a New Airport Master Plan Study, and this document summarizes the results of that study. More detailed information on planning, en- gineering and environmental aspects is available in three New Airport Master Plan Final Report documents. Working papers were developed addressing all the impor- tant issues during the course of the study.
