The Chinese readily agreed that effective measures and good cooperation between the two police forces were essential to combat smuggling. But they were reticent when I mentioned the need for Chinese measures against smugglers to be sustained. We obtained a lot of information during the meeting which corroborated the view of the police that the Chinese manage to reduce smuggling during periodic crackdowns but are not managing to maintain their efforts on a permanent basis I pointed out that there had been a significant drop in smuggling in May and June but that it had since revived. The Deputy Director of Guangdong Public Security Bureau, Chen Wenli, said that 2,000 men had been deployed against smugglers from May to July. Guangdong estimated that in May 300 boats had been involved in smuggling. By July they had seized 167. In September a national anti-smuggling conference was held,
