The final thrust of current strategy involves increased liaison with the PRC.

Radar plots, FMT sightings and debriefing of persons arrested for smuggling using high powered speedboats has indicated that "daai feis” are kept and maintained in Chinese waters in and around O Tau, to the north east of Hong Kong. Smugglers are not too concerned about Hong Kong Marine Police although they will not operate if PRC vessels are conducting anti-smuggling operations in waters to the east of Hong Kong.

The Chinese authorities are aware of the situation and agreement has been reached during liaison visits by the Commissioner of Police that -
(a) a direct telephone link will be maintained between a nominated Superintendent in the ASTF and his counterpart in the Shenzhen Border Defence Sub- Bureau;

simultaneous operations by Hong Kong and China have been developed and mounted on a regular basis commencing at the end of April;
intelligence on personalities and tactics will be developed and exchanged. We have urged the Chinese to ensure that this action is sustained. In the past, crackdowns have been followed by periods of lethargy, allowing the smugglers to resurface; and
China will take action at sea, on land and against the markets for smuggled goods.
