Purchase of Blackhawk Helicopters Recovery of US Government Research and Development Recoupment

I wrote to your predecessor on 31 July 1992 on this subject requesting his assistance in obtaining a refund of these charges. Please could you let me know the present situation on obtaining this refund. How successful do you consider your approaches are likely to be?

Under a Presidential Initiative, which I believe took effect from 7 October 1992, non-military purchasers of US military-funded equipment are no longer charged this recoupment.

In the case of the two Sikorsky Blackhawk helicopters and spare GE engine which we have bought, these recoupment charges come to $US485,450. We are obviously anxious to obtain this refund.

Our next payment date for these helicopters falls in

in mid-December 1992 when we carry out our acceptance trials on the helicopters. It would be helpful if we could know where we stood on obtaining a refund before then.

The Director of Government Supplies is taking parallel action here through the US Consulate General, which is most supportive.

If any developments arise we will keep informed.
