Further to para 3 of TUR we are concerned that it may be over optimistic to expect news of this meeting not to Leak in Washington. It may, therefore, be as well to agree a contingency line in advance with the Americans. Grateful if you could try out the following on them, emphasising that we would use it only responsively:

confirm that an informal, working level, meeting will be/ has been held in London on 11 December between officials of the UK/US/France and Russia. Purpose is/was to take stock of the position in the consultations among the P5 on arms transfers in the light of China's suspension of participation.

- meeting did/will not address substantive arms control issues and is not a substitute for or continuation of the P5 consultations. We hope these will be able to resume with China's participation.

2. For Moscow and Paris: We are concerned that discussing a contingency press line may give the French and Russians cold feet. Please do not/not take any action at present.
