wrong in Hong Kong. The Garrison would be a useful tool if they did though he did not envisage this taking the form of a conventional use of military force. The decision as to when the garrison reduced to little

more than a token presence (two battalions and the patrol craft), would be critical. Decisions concerning 1995 could not, given the scope for change, be taken in 1992. The critical issue was what happened in China

and the impact this would have on public confidence in Hong Kong. However, despite Tienanman Square, we had by and large weathered all

problems. He finished by thanking the Chairman and all his staff in MOD

for their help and support during his tenure of office.

46. Date of Next Meeting. Subject to confirmation, it was agreed that

the next meeting would be held on Thursday 24 September 1992. The date

would be confirmed in due course.
