The Chairman asked ACOS J3 for an assessment of the GFS future capability. He stated that their command, control and staff organization was limited, although their current and future technological (airframe) capability was good.

26. Decision. In light of the routine nature of this subject since completion of the handover of the border to the RHKP, it was agreed, and the Chairman directed, that this item should not be included in future HKSC agendas.

ITEM 8 DEFENCE LANDS

27. The Chairman asked CBF to speak on the Defence Lands issue. The subject was addressed by Mr Hamill, a summary is at Enclosure 7.

28. Mr Hamill stressed:

The PRC delegation to the Expert Group on Defence Lands

Lands negotiations were demonstrating signs of anxiety, and possible uncertainty that their current negotiating tactics were correct. They were only just beginning to appreciate the practical implications of the management of a large military estate such as that which they would take over in HK.

b. There was a need for key issues to be settled by the end of 1993. If they were not, the difficulties of achieving a smooth handover would be severely increased.

Mr Hamill continued

29. Move to Stonecutters Island. with an update on the move to Stonecutters Island. The move was planned to start in Mar 93. It was possible that the date of completion of the move from HMS Tamar would be delayed by the HKG's work in connection with the Government dockyard.

30. Discussion.

Mr Bunten concurred with these views, and CBF re-emphasized the need for decisions by end 1993.

1993 REVIEW OF THE OUTLINE

WITHDRAWAL PLAN

31. The Chairman opened by stating that he would deal with this item as three subjects: timetable, studies affecting the Review, and the framework of the 1993 Review. He emphasized that the end product would not be a detailed plan, but a review that would establish the clear principles upon which future plans could be founded. Detailed staff planning on the operational, logistic and personnel aspects resulting from the 1993
