1. I have seen West's (MoD) letter of 5 June to you about use of overflight to China as a route to Hong Kong. Subject to the view s of posts I do not see any overriding political

on military dealing with China, and the Chinese are resentful at these restrictions. But this does not appear so far to have inhibited dealings on practical matters. is conceivable that the Chinese might seek some quid pro quo before granting overflight rights (although it is hard to see what these might be). And I am sure the MoD would wish to maintain alternative routings open to Hong Kong, in case at some future date, any problems arose over the China routing.
