I am writing to request an urgent meeting following a demand from the Hong Kong authorities that former and existing British Red Cross personnel at the High Island Detention Centre pay income tax.
At the request of the Hong Kong authorities, the BRC has been running a medical project in favour of c7,000 Vietnamese detainees in High Island Detention Centre since March 1990.
All staff forking on this project are registered to pay tax in their country of origin as is the practice for all staff working in International Red Cross operations. Nowhere are such Rød Cross staff required to pay local income tax.
As indicated initially, it now appears that British Red Cross staff are expected to register for the payment of income tax in Hong Kong. If implemented, this would have unfavourable implications for our humanitarian work in British territory and
overseas.
I would be grateful if we could arrange a meeting concerning this matter at your earliest convenience.
