Thank you for your letter of 26 August in which you asked for an urgent meeting to discuss the liability for Hong Kong income tax of your staff working at the High Island Detention Centre. I would of course be glad to see you: we all appreciate the excellent work done by BRC in Hong Kong.

I thought that as a first step we should check the report with the Hong Kong Government. They assure me that all expatriate British Red Cross staff working in the High Island Detention Centre are exempt from payment of local salaries tax. The exemption does not, however, apply to locally recruited BRC employees. The BRC administrator in Hong Kong, Mrs Elghady, has been advised of this by the Inland Revenue Department.

I hope that this clarification will allay concerns. Should you still wish to meet to discuss the matter further, we would be glad to see you.
