VIETNAMESE MIGRANTS: ORDERLY REPATRIATION PROGRAMME (ORP)

Problem

1

HM Ambassador in Hanoi has reached agreement with the Vietnamese

on the modalities for the return to Vietnam of those migrants who were already in Hong Kong before 29 October 1991. We need to seek authority from No 10 for the Ambassador to sign a modalities paper. We shall then need to inform Parliament, the media and posts whose host governments support the UNHCR's Comprehensive Plan of Action (CPA).

Recommendation

2 I recommend that the Private Secretary writes to PS/No 10 in the

terms of the attached draft. I also submit:

a) a draft press statement;

b) a draft inspired PQ with supplementaries;

c) a draft telegram to CPA posts;

a) a draft letter from Mr Goodlad to all MPs and selected peers;

e) adra£t timetable for the public presentation of the agreement———-
