VIETNAMESE MIGRANTS: ORDERLY REPATRIATION PROGRAMME (ORP)

1. The British, Hong Kong and Vietnamese Governments have

reached agreement on the modalities of the second phase of the

ORP, agreed last October, under which those non-refugees already

in Hong Kong before 29 October 1991 who do not volunteer will be

returned to Vietnam.

2. All migrants who, after the full screening and appeals

procedure are found not to be refugees will be offered the

opportunity to return to Vietnam under the Voluntary

Repatriation Scheme run by UNHCR. We hope that the majority of

non-refugees in Hong Kong will opt for this scheme but recognise

that some will not. Their repatriation under the ORP

arrangements is fully in line with internationally agreed
