VIETNAMESE MIGRANTS: ORDERLY REPATRIATION PROGRAMME (ORP)

Problem

1. HM Ambassador in Hanoi has reached agreement ad referendum with the Vietnamese on phase 2 of the Orderly Repatriation Programme, involving the return to Vietnam of illegal migrants who were already in Hong Kong before 29 October 1991. We need to alert No 10 and authorize the Ambassador to sign a modalities paper. We shall need to inform Parliament, the media and posts whose host governments support the UNHCR's Comprehensive Plan of Action (CPA).

Recommendation

2. I recommend that Mr Williams is authorized to sign the modalities agreement for ORP II as soon as possible. I also recommend that the Private Secretary writes to PS/No 10 in the terms

of the attached draft. I submit:

a)

a draft press statement;

b)

a draft inspired PQ with supplementaries;

c) a draft telegram to CPA posts.
