VIETNAM: PROPOSED VISIT BY VIETNAMESE FOREIGN MINISTER

Lady Chalker has seen your submission of 23 April. Provided the Secretary of State agrees to your recommendation, Lady Chalker would very much like to have a short meeting with the Vietnamese Foreign Minister. She sees this as rather important in view of her recent decision to take a much more positive stance on aid to Vietnam, including the support group. I should be grateful if either you or Mr McClean would get in touch with Mrs Knowlton (917-0410) to arrange such a meeting.
