VIETNAMESE MIGRANTS: SECOND ORP II REPATRIATION FLIGHT

1. (a) To instruct Hanoi to seek Vietnamese agreement to a

date for the next ORP flight;

(b) to confirm that Hong Kong can include up to 10

criminal offenders on the flight.

Recommendation

2.

I recommend that, although Mr Goodlad will be on holiday, we should try to arrange the next ORP flight for 4 August (with

5 August as an alternative) and that Hong Kong should be authorised to include up to 10 criminal offenders. HKD and Sir John Coles, whom I have consulted in Hong Kong, concur. submit a draft telegram to Hanoi and Hong Kong.
