there seems to be a general sentiment in Vietnam that too much attention is being paid by foreign agencies to returnees versus the many remaining poor who were without the necessary resources to leave in the first place.

With the ongoing restructuring of the Vietnamese economy it remains vital to make contractual agreements on future ownership of capital inputs provided by NARV. As in all aid programs there is also a need to create an understanding that the NARV input is an initial investment only and that sustained value depends fully on the local ability to continue the process of development.

Family Reunification Programme for Unaccompanied Vietnamese Minors

UNHCR and the members of the Steering Committee of the International Conference on Indochinese Refugees has on several occasions expressed their concern for this group and the urgent need to establish means to implement their safe and orderly return to Vietnam as soon as possible.

NARV is in the process of establishing an organizational structure mandated to return all unaccompanied minors to Vietnam whose cases have been determined by the Special Committees in the countries of first asylum and where the decision is for the child to be returned. The number of minors concerned will be app. 3-4000.

Implementation is expected to start in June 1992 and be completed within a two year period.

In implementing this particular programme NARV will:

Establish contact with and prepare parents for the return of their children

Evaluate the individual family situation with regard to any need for particular precautions or preparations Escort the children back to their families in Vietnam Secure alternative arrangements in those few cases where reunification with the parents is not possible but return to Vietnam is recommended

Monitor and support the reintegration of the individual child for the first few months following their return Contribute to community based child support activities in the children's home villages in cooperation with other local and foreign NGOs and Vietnamese authorities

In the reintegration process priority will be given to providing assistance in the fields of education and vocational training.

NARV intends to recruit Vietnamese social workers, child care workers and professionals for training and participation in the implementation of the programme.

NARV will do its utmost to encourage other international NGOS - with a more long term development mandate - to establish parallel structures contributing to the development of local child support structures and activities in Vietnam.
