Please refer to Christopher Prentice's letter to me of

28 May.

The Prime Minister agrees with the substance of the advice. He also agrees that Sir Robin Renwick should explain our difficulties to Mr. Baker's office.

The Prime Minister does not want this issue to come up with President Bush if possible. For that reason, I shall not be speaking to Scowcroft. If it is possible to postpone a reply until after the Prime Minister's visit to the United States, then so much the better. If, however, that makes it more likely that President Bush will be briefed to raise the issue, then Sir Robin Renwick may need to go into action this week. I repeat, however, that the Prime Minister's preference would be for nothing to be said to the Americans until after he has left the United States if we can get by with that.
