OUR TELNOS 126-128 TO MEXICO CITY:

1. The Prime Minister accepts the substance of the advice in our

telno 128 to Mexico City. He does not want the issue to come up

when he sees President Bush at Camp David this weekend, and would prefer nothing to be said to the Americans until after he has left the USA. But postponing the response might make it more likely that President Bush would be briefed to raise the issue at Camp David.

2. Grateful for your urgent advice on the best course of

action. As we see it, there are three options:

A. pre-emptive action by you with State before Camp David. B. Mr Garel-Jones should tell Aronson when he sees him on 8

June, or,

C. action by you after the Prime Minister and Mr Garel-Jones

have left the USA.

3. If you favour A. please also advise whether you would recommend parallel action with Seitz here.
