We shall be instructing HM Ambassador in Hanoi to start
formal discussions soon with the Vietnamese on the
modalities of ORP II, thereby initiating the final phase of the agreement signed in Hanoi last October. We shall report
the outcome and seek your clearance before concluding any
agreement. If these discussions are successful, a first
ORP II flight could be mounted in June. We shall let you
have a presentation pack well in advance.
