Dear Mr Cose

VIETNAM : ORP II FINANCIAL ASSISTANCE

Or Markin

1816

Please refer to your telno 961 to Hong Kong which listed the UK's contributions to the repatriation/reintegration programme for Vietnamese boat people.

2. Under (III) you quote £1 million under the Special 70/30 Joint Funding Scheme. This is regrettably not quite accurate. During the visit of the Vietnamese Foreign Minister, Lady Chalker announced a commitment of £1 million which will be spent over the next few years. We anticipate that no more than £150,000 will be spent under this new scheme in the current financial year. This will, of course, be additional to the continuing expenditure under the last Special 80/20 Joint Funding Scheme. Expenditure is expected to be about £300,000 in the 1992/93 financial year.
