Background and Argument
3.
The Governor in Hong Kong has reported that during his recent
transit of Hong Kong Vu Khoan, the Vietnamese Vice Foreign Minister,
who has been our principal interlocutor in Hanoi on Vietnamese
Migrants, said that his government was now prepared to proceed with
further repatriations on a trial basis, and that HM Ambassador in
Hanoi should approach them to discuss details.
