We are now well on the way to a durable solution to this distressing problem a solution which will allow us to give our full attention to the genuine refugee who has in the past suffered from Hong Kong's need to cope with overwhelming numbers of people who were attemtßing to use asylum solely as a means of raising their standard of living.
