After announcement of ORP (29 October) number of arrivals dropped dramatically (492 in October, 7 in November, 38 in December and 7 so far in 1992). There was a surge in numbers volunteering to return (1248 in October, 1885 in November and 1776 in December), although

now fallen, this has not falled back somewhat.
