Please forgive me for writing to you personally on this matter but as I have not yet met Governor Patten, although we have several mutual friends in common, I wondered whether you would be kind enough to give me a brief introduction to him,

The reason for this request is two-fold:

a) the Japanese community in Hong Kong is very interested in, and somewhat concerned

about, the recent events. As a result, one or two senior friends of mine in this community have expressed a desire to find some means of reflecting their views to Fatten directly. As you know, this is rather atypical, as the Japanese business community normally prefers to keep a low profile. However, as you also know from my Tourreau Foundation activities and my general proselytising of the principle that it is time that the Japanese take a more pro-active interest in the region's (and the world's) affairs, I have one, possibly two, friends who may be willing to give Patten a very frank view as to what they think. This could be useful to him, not only because he has asked for the general Hong Kong community to come forward with opinions, but also because he will be going to Japan I believe, on Wednesday, 25th November - having some prior Japanese views might be helpful to him; and

b) you might recall that I have been writing (over five years!) a book on Asia Pacific. In this book I set out, inter alia, the reasons for the Asia Pacific community to form a regional forum in order to have a more effective dialogue with the European Community and with the US/NAFTA. Additionally, I should mention that the book is due to be published in the first quarter of 1993 in the English, Chinese, Japanese
