I had a visit yesterday from my form constituent, Peter Bleach, who was an active office bearer of the Conservatives and he has a remarkable career involving intelligence work both here and in Rhodesia. He also has a great deal of knowledge and experience of the more exciting side of life which politicians rarely hear about. He has been telling me that business in the intelligence field is not so brisk as previously and he has come to the conclusion that at his stage of life it would be grand if he could move to a place like Hong Kong, and perhaps take up employment in one of the camps supervising the refugees. He also wondered if there was any help he could give to the Government of Hong Kong in information gathering. I promised that i would pass this on to you so that it could be conveyed to the Hong Kong authorities. Possibly nothing will come of this but I felt an obligation to try for him.

CHANGE IN COUNTRY OF ORIGIN FOR HONG KONG CIVIL SERVANT

1.

We have received the attached letter from Hong Kong about Mr Rowse's application for change of country of origin from the UK to Spain. Hong Kong have asked whether Mr Rowse is right in thinking that he, along with all European Community citizens, has had a right of permanent residence in Spain since the beginning of this year.

2. I would be grateful for your advice on this point so that I can inform Hong Kong accordingly.
