and placed into a separate account. This money would then be permanently unavailable for the provision of public services for the benefit of the wider community.

The Hong Kong Government have to weigh this consideration against the concerns expressed by civil servants.

This issue is a matter for the Hong Kong Government as the employer of Hong Kong civil servants; it is not a decision which can be taken by HMG. I understand that the Hong Kong Government are examining various possible pension safeguard options and that no decisions have been taken. I have conveyed to the Hong Kong authorities the points made to me by Mr Wong and Mr Tang.
