Explanatory Note

In interpreting these statistics, it is necessary to note the effect of the bridging-over of staff of the Hospital Service Department (HSD) and the Department of Health (DH) to the Hospital Authority (HA) since 1 December 1991. Under the established methodology, staff who terminated their service with the Government and joined the HA are excluded from the strength of the civil service. The statistics in Sections IV have been prepared on this basis.

2.

For some purposes it may be necessary to include these staff in the overall strength of the civil service as if they had not left the service when considering the progress of localisation. The following statistics have been compiled on this basis :-
