Thank you for your letter of 23 October 1992 to the Prime Minister. have been asked to reply.

The Joint Declaration and the Basic Law contain assurances that the government of the SAR will continue to pay all pensions, gratuities, allowances and benefits to public servants on terms no less favourable than before. Also, as you will know, Hong Kong pension legislation has recently been amended to ensure that pensions are now paid as a statutory right and that their value will be increased in line with inflation.

I am aware that despite these assurances, some civil servants are concerned about the security of their pensions. This is a matter for the Hong Kong Government which has been considering the feasibility of a number of proposals designed to provide an additional safeguard. I understand that these proposals have been discussed with staff unions and associations and that no final decisions have been taken.
