Mike Waters telephoned me this morning on some technical His week matters related to HMOCS. In the course of the conversation he also mentioned that:

(i) Peter Wong, Chairman of the Chinese Civil Servants Association will be coming to London (no date yet, but likely to be soon). Wong will ask to see someone in the FCO. know, he has been to Peking and has written to the Prime Minister on the question of pension safeguards.

(ii) The Governor is looking afresh at terms and conditions for local civil servants. It seems he is thinking of a comprehensive review which would include, among other things, examination of pension safeguards, localisation and the deadline for opting for the new pension scheme. Waters hinted that the deadline to opt may be further extended, or that it might even be scrapped.

(iii) At the Governor's request, CSB has produced a paper proposing a new approach on right to retire for HMOCS officers. The paper is now with the CS and has not yet been seen by the Governor. Waters said he could not disclose at this stage what they were recommending. I said that we might soon be asking for the Governor's latest thoughts on this issue. I hoped it would be possible for the Governor to see the CSB paper within this week.

Waters said that (ii) and (iii) above was for our background information and he would prefer that we do not mention these points in any official correspondence.
