2. Wong and Tang met Mr Goodlad today. They repeated the points made to Morris and Whitney (HKD) as reported in our telno 1635. They emphasised that they had been asking for a safeguard since 1985 and were very concerned that no decision had been taken. They had received support for their demand from some politicians during their visit to the UK, including Paddy Ashdown and Alan Rogers who would be sending them letters of support. They warned that there was a possibility of industrial action if a decision to set up a fund was not taken soon. If there was no decision within the next few weeks, civil servants would demand an extension to the deadline for opting for the new pension scheme. They did not ask about erosion of terms and conditions of service, Localisation, or privatisation/corporatisation. 3. In responding, Mr Goodlad used the line in paragraph 2 of your telno 2623, and undertook to reflect the HKCCSA's concerns to the Hong Kong Government.

Wong asked whether we had agreed that pension safeguards should be included on the agenda for the next JLG meeting (he was under the impression that the Chinese had already proposed this). Mr Goodlad would not be drawn.
