Dear David,

I am writing about a delegation coming to London from Hong Kong from 15 to 19 November 1992.

I am writing to you both as a former trade union president and chairman of the staff side of the Hong Kong Senior Civil Service Council.

The matter concerns my good friend Mr Peter H Wong who is President of the Hong Kong Chinese Civil Servants' Association. The HKCCSA is the oldest genuine civil service union with the largest fully paid up membership. They are concerned that pensions in Hong Kong are paid from general revenue, and would wish to see that the long term security of pensions is protected by a Civil Service Pension Reserve Fund. Mr Wong and his General Secretary Mr TANG are visiting London from the 15th to the 19th of November.

They are hoping to see the Prime Minister and I hope that they will not be fobbed off with one of the permanent under secretaries in the Foreign Office. I should be grateful if you could use your good offices to try and make sure they are seen by a senior member of the Government. The members of the Union are firstly loyal servants of the Crown and, secondly, can be a great influence in labour relations in Hong Kong which could become tricky the nearer we get to 1997.

I know how worried Hong Kong Chinese civil servants are about their pensions, and that they are wishing to brief and seek the support of as many Members of Parliament as they can. Would it be possible for them to see as many Members of Parliament as can be mustered? I have also written to Jim Spicer and Michael Stern.
